Linux: KDE’s Okular
Android: Librera Readeron Linux, definitely Okular. If you use Windows, SumatraPDF is pretty good.
Okular is on Windows and most of the KDE apps also are on Windows

I use Sumatra at work. Might be windows only.
At home I use whatever distro default is. No clue I’ve not opened a pdf for months.
I used to use okular but now use the new https://flathub.org/apps/org.gnome.Papers which seems to be faster. maybe because it written in rust?
