    New Hampshire lawmakers passed a bill Thursday that would require a declaration of war before the state’s National Guard could be deployed in a foreign country.

    The House first passed such legislation in 2024, garnering national headlines, but the bill hit a wall in the state Senate and likely will do so again.

    So… It hasn’t been passed completely yet and will likely fail.
