    The Tory leadership, at the time of the referendum, was against Brexit. Sure, there was a Tory faction in favour, and the referendum was partially aimed at placating them (in addition to some other goals, which also spectacularly backfired), but Cameron and his ilk certainly didn’t want the referendum to go the way it did.
