Assuming this is setting a price ceiling on tickets to there performer set price, then whoever refreshes the resale site most often and is able to get the tickets as soon as they go up will get them.
If anything this will hurt Ticketmaster as with any price control it will lead to a black market, so scalpers will just go there to sell there marked up tickets instead of Ticketmaster because Ticketmaster has to operate above board.
And when demand exceeds supply what will you do?
